Harold Collins was raised on the values of hard work, integrity, and faith.
As the 11th child of Wilbert and Iuka Collins, he learned the importance of dedication from watching his father drive a cab for 51 years and seeing his mother devote herself to raising their family. These principles—work hard, treat everyone with respect, and believe in the power of faith—continue to guide him every day.
A Proven Leader for Shelby County
Appointed as Chief Administrative Officer (CAO) for Shelby County Government by Mayor Lee Harris, Harold oversees the daily operations of Tennessee’s largest county. Since assuming the role on June 1, 2022, he has been responsible for managing and leading critical initiatives that impact the lives of Shelby County residents.
Experience That Delivers Results
Before serving as CAO, Harold built a career dedicated to public service and community safety:
✔️ Vice President of Community Engagement, Memphis Shelby Crime Commission – Led efforts to increase citizen involvement in crime prevention and public safety initiatives.
✔️ Special Assistant to the Shelby County District Attorney General – Spearheaded strategies to combat violent juvenile crime and truancy.
✔️ Memphis City Councilman (2007-2015) – Elected twice and served as City Council Chairman in 2010, working to strengthen neighborhoods, improve education, and enhance public safety.
Education & Commitment to Public Service
A Memphis Catholic High School graduate, Harold earned his Bachelor of Science in Criminal Justice from the University of Memphis and later a Master’s in Public Policy and Administration from Jackson State University. His academic and professional background provides him with the expertise needed to navigate complex challenges and deliver meaningful solutions.

Harold and his wife, Kimberly Williams, are proud parents of two daughters, Sydney and Erin. His commitment to family mirrors his dedication to the families of Shelby County, ensuring that communities have access to quality education, economic opportunities, and public safety.
